Well no. It is not really. It is a photograph a camera flash bouncing off wet glass. The similarity between the two pictures is uncanny however. This picture certainly says it all. In fact I think my picture looks more like an extraterrestrial energy field than the top one! UFO Magazine have not responded to correspondence drawing this to their attention

advises in the same article as the top picture, that the photograph
(right) was taken by Mr Ralph Meaney on March 31, 1999. UFO Magazine
alerts the reader that apart from the Moon, nothing else was visible to
the naked eye.
Sadly, we are not advised to what is what in the picture - is the bright object an over exposed full moon and the faint disc the anomalous object or is it the other way round? Strangely to say, both objects are the moon. The bright image is an over exposed full moon while the fainter disk is a lens 'ghost' of the brighter object. Tilt your head to the right while looking at the picture and the faint but familiar 'face' of the Man in the Moon, can be seen on the fainter disk. Again, UFO Magazine Would not enter into correspondence about this. Why. What are they hiding?
