ABSTRACT
Nature and extent of the works, options: CPV: 45112000, 45221111,
45223500, 45230000, 45231000, 45233100, 50230000, 74260000.

Private sector consortia are invited to apply to be considered to design,
build, finance and operate a road (approximately 4,3 km) to be known as
Sirhowy Enterprise Way (SEW). The SEW is located in the heart of the
Sirhowy Valley and improves the A4048/A472 strategic highway network
between UK-Blackwood and UK-Pontllanfraith as well as providing a direct
new access for the Oakdale development site (formerly Oakdale Colliery).
It involves the construction of a new north-south route between A472 and
Oakdale Business Park along the eastern side of the Sirhowy Valley. The
route is a single carriageway road, with 2 key cross-valley links with
associated structures. The total approximate length being 4,3 km.
The operational aspects will include responsibility for availability
maintenance and repair of the road and all other appropriate operational
services.
The project will involve an estimated capital cost of £28 000 000 GBP. The
project costs shall be recovered in accordance with the PFI payment
mechanism.
