Meeting Proposal

This website has been set up as part of the campaign to bring some planning sense to Ingleby Barwick
Campaign Issues

There are currently three main issues:

1. The closure of Lowfields Avenue.

2. The proposal to install a bus lane on Queen Elizabeth Way.... even though there are no bus routes taking that road

3. The proposals for the construction of a new school on Low Lane

Over the past two years IAG has been working to get residents concerns addressed. We have achieved a number of notable successes. Our first success was to force SBC to address the issue of the proposed bus lane. They carried out a survey and agreed with us that there was no justification for a bus lane on QEW at all.

We have ran a visible campaign in the form of a petition which has been signed by more than 3000 people. It is worth noting that the most votes scored by any council candidate in the recent elections was 2521. (Source SBC ) We will present this to the full council on 2nd November 2005. This meeting is open to the public.

Throughout the spring and summer of 2005 we have been working behind the scenes with IBIS and SBC to ensure that the consultation we had asked for and promised prior to the elections is put in place. As of 2nd October we believe that a public meeting will now take place.

Now it is your opportunity to make your voice heard in the public meeting.

Please don’t lose this chance to take the following actions

  • Return the SBC leaflet saying you want Lowfields Avenue reopened and explaining why
  • Indicate also your intention to attend the public meeting(s) - We strongly urge you to attend, particularly as a lobby group has suddenly appeared supporting the closure

Put forward your views at the meeting on how to get the road opened safely

Some facts residents of all opinions need to know IAG have suggested to SBC many ways Lowfields Avenue could be reopened safely, including a combination of :

  One Way (Exit only onto Queen Elizabeth Way (QEW)
  Chicane System to stop HGV’s using Lowfields Avenue near QEW
  Illuminated speed check signs similar to those near the schools on Blair Avenue
  Toucan Crossing similar to other schools in IB
  School Crossing Patrol
  Traffic Calming similar to near other schools

SBC/Residents surveys show that morning peak traffic along Middle Road exiting onto Lowfields Avenue had increased 3 months after the closure including the number of vehicles turning right and passing Whinstone School

SBC surveys show that there are now more vehicles travelling along Lowfields Avenue from the direction of Broom Hill, passing both St Francis of Assisi and Whinstone schools then before the closure.

The SBC Consultation Document

SBC have recently distribusted a leaflet in advance of the public meeting. This leaflet was supposed to be posted individually ito every house in Ingleby Barwick. Unfortunately, this did not happen, and around 2000 leaflets were delivered inside the Herald & Post. SBC have delivered an apology leaflet to all households, but are not going to re-distribute the consultation document.

So far as we believe this document is not currently (29th Oct) available anywhere else, so we have uploaded a version of it to the website. The Ingleby Barwick Master Plan

There have been some significant errors made made when it comes to the telling of the history of the Ingleby Barwick master plan. Some people have gone as far as to state that having Lowfields Avenue connected to Queen Elizabeth way was never part of the master plan. We are placing a copy of the original 1991 Master Plan which clearly shows the two roads being connected.Lowfields Avenue Road Layout
